The deployment rail
Six stages sit between a board approving a social budget and someone being able to defend what it bought. Most portfolios have infrastructure for the first two and nothing for the last four.
How it works today
A budget is approved as a single figure, sometimes with a theme attached. What it will actually fund is decided later and separately, usually by whoever answers the incoming requests.
On the rail
The commitment is recorded with the themes it is meant to serve. Every later stage is measured against what was committed, so the portfolio has a denominator from the first day rather than a total at the end.
How it works today
Requests arrive by email, through relationships, or through whoever shouted loudest. Eligibility is discovered after the decision, when finance asks for a tax clearance and nobody has one.

Organisations are matched against the commitment on all three axes at once. Eligibility is a filter before the conversation, not a discovery after the transfer.

The transfer happens. From this moment the corporate is dependent on the recipient volunteering information, and there is no agreed format for what that information should be.

The contribution is recorded individually with its purpose, its intended beneficiaries and the artefacts it will need. What good looks like is agreed at the point of transfer, not negotiated afterwards.

The recipient sends what they have, when they remember, in whatever form they use. A photograph on a phone, a class list in a book, a thank-you note on a letterhead.
On the rail
The club uploads against the contribution, at no cost to them. Attendance, qualifications, consents, outcomes. Each artefact is fingerprinted on arrival so it cannot be quietly swapped later.
How it works today
Nobody checks until the verification agency does, which is once a year, under time pressure, on a sample the corporate does not choose.

A reviewer who is not the submitter approves each artefact. Separation of duties is a property of the system rather than a policy nobody enforces, and the file is ready before it is asked for.

A number is assembled at year end from what people remember and what finance can find. It is defended by whoever happens to still work there.

Each contribution carries its own standing and the condition that decided it. Nothing is blended, so nothing has to be unpicked, and each line points at the artefact behind it.
One statement per measurement period. Every line traceable back to a contribution, a beneficiary record and an artefact.

Basis. Each line assessed per contribution against the qualifying conditions of the Socio-Economic Development element of the B-BBEE Codes of Good Practice. Standing is a position, not a verification opinion, and no points figure is produced because points depend on your net profit after tax and on your verification agency.
Stages one to three are where the money and the attention go. Stage four is where the value is created or lost, and it is created by people who do not work for you, in clubs that have no reason to do administrative work for a corporate they may never hear from again.
That is why the clubs are not charged. An evidence supply chain that bills its own suppliers does not produce evidence.
The club sees why it matters. Their standing improves as they submit, and it is visible to every funder on the platform, not just to you.
The work is done once. A club evidences a programme once and it serves every funder behind it, instead of filling in a different template for each.
Provinces and federations ride free too. The bodies that can compel a club to submit have no reason to obstruct a system that costs them nothing.
